Why has the debate on Islam and imam training in the Netherlands—and, more broadly, across Western Europe—persisted for more than four decades?Imam Training and Islamic Chaplaincy in Historical Perspective (1982–1997)As the first volume of a five-volume historical series, this book examines the development of debates on Islam, imam training and Islamic chaplaincy in the Netherlands between 1982 and 1997, culminating in the establishment of the Islamic University of Rotterdam (IUR) by its founder and first rector, Dr. S.T.K. Damra. Today, the institution is known as the Islamic University of Applied Sciences Rotterdam (IUASR).Drawing on archival documents, policy reports, parliamentary debates, media publications and previously unpublished institutional sources, the book reconstructs one of the most significant yet understudied chapters in the history of Islam in the Netherlands.The study traces how questions concerning religious leadership, imam education, Islamic chaplaincy and the institutional position of Islam gradually moved to the centre of public and political debate. Since the publication of the Waardenburg Report in 1982, governments, academics and Muslim communities have searched for sustainable answers to these challenges. Yet despite decades of discussion, many of the underlying questions remain relevant today.Against this background, the book demonstrates how political ambitions, societal developments and community initiatives gradually converged to create the conditions for a new educational institution. What emerged from this process was not merely a response to contemporary debates but a pioneering initiative that would become one of the most significant developments in the history of Islamic higher education in Europe.More than a historical account, this volume offers a unique perspective on the social, political and institutional processes that shaped the emergence of the Islamic University of Rotterdam, while documenting the emergence of a new model of Islamic higher education in Europe, the legacy of which continues to shape the institution.Nearly three decades after its establishment in 1997, the institution continues to expand its educational mission. Alongside its recognised programmes in Islamic Theology and Spiritual Care, the Islamic University of Applied Sciences Rotterdam has launched a state-recognised Primary Teacher Education (PABO) programme, welcoming its first cohort of 100 students in the 2026–2027 academic year. With all three programmes officially recognised by the Dutch state, this development marks a new chapter in the continuing evolution of the institution and its contribution to Dutch society.In doing so, the institution continues to embody the vision upon which it was founded in 1997: to serve the educational and societal needs of its community while contributing to the broader development of knowledge, scholarship and civilisation. Inspired by the rich traditions of Islamic learning, the university seeks to renew a historical legacy in which Islamic intellectual life contributed not only to Muslim societies but also to the advancement of science, culture and learning in the wider world.
